Carolyn Shah Moehringer, P.E.

Carolyn Shah Moehringer has more than 30 years of management experience in public infrastructure engineering services, including over 25 years as Founder and President of CSM Engineering. She provides strategic direction and oversees all aspects of firm performance, including client relations, business planning, regulatory compliance, staff development, and overall client satisfaction.
Under her leadership, CSM Engineering has established a strong reputation for excellence across all phases of public infrastructure project delivery. Externally, Carolyn ensures clients receive responsive, high-quality engineering services. Internally, she has fostered a culture grounded in integrity, accountability, and professional development—one that promotes high performance and recognizes achievement.
Carolyn’s commitment to clients, and to the engineering profession and the people who advance it, has earned long-standing loyalty from both employees and clients.
She has been recognized by the New York State Society of Professional Engineers (NYSSPE), New York State Chapter, receiving the Distinguished Service Award and the Young Engineer of the Year Award. She has also served with the American Council of Engineering Companies (ACEC) of New York as Vice President and as an MTA Committee Member, and previously held chapter officer roles including Vice President, Treasurer, and Secretary. In addition, Carolyn has served as a board member of NYSSPE and the Society of Women Engineers, and was a founding member of the Engineers Joint Committee of Long Island. Most recently, she was honored as a recipient of the Premier Business Women of Long Island award.
Carolyn holds a Bachelor of Science in Civil Engineering and a Master’s degree in Business Management. She is a licensed Professional Engineer in New York and New Jersey.

With over 20 years of management experience predominantly in the Engineering/Construction industry, Hiara is involved in the day-to-day operation of the firm and spearheads efforts in human resource management, finance, project billing, project management, benefits administration, and marketing processes. She enhances and/or develops, implements, and enforces policies and procedures of the firm by way of systems that will improve the overall operation and effectiveness of the firm.

Carlo A. Casoria, P.E.

Carlo has diversified construction experience for over 40 years primarily in construction inspection and contract administration. His career began as a New York State Department of Transportation (NYSDOT) Highway Engineer, eventually embarking on long relationships with construction agencies such as the New York City Department of Environmental Protection (NYCDEP) and the New York City Department of Design and Construction (NYCDDC). While administering projects with those agencies, many such contracts included extensive participation and joint coordination with other City agencies such as the Department of Transportation (NYCDOT), Department of Parks & Recreation, Department of Sanitation (NYCDOS), and Economic Development Corporation (NYCEDC). After a diversified career in the public sector, Carlo entered the private sector and participated in the management and administration of construction projects involving various agencies.
A New York State-licensed Professional Engineer, Carlo holds a B.S. in Engineering from the City University of New York. He is a member of the NYSSPE and ACEC.
